CPT / OPT PRACTICAL TRAINING GUIDE FOR INTERNATIONAL STUDENTS

Confirm authorization before beginning any work or volunteer activity

Common prerequisites

  • CPT, OPT, and STEM OPT all require the practical activity to relate directly to the student’s major.
  • F-1 students generally become eligible for practical training only after one full academic year of lawful full-time study at an SEVP-certified school.
  • A limited exception may apply where a graduate program itself requires immediate CPT — the DSO must confirm.
  • Students in English-language training programs are not eligible for these forms of practical training.
  • CPT is authorized by the school DSO and noted on Form I-20; OPT requires DSO recommendation, Form I-765, USCIS approval, and a valid EAD.
  • Unpaid does not mean authorization-free. Off-campus volunteering or unpaid internships with fixed duties, training, hours, and outputs may still constitute practical training.
  • Being enrolled does not make a WYE role on-campus employment.

In-session vs. vacation comparison

“Annual vacation” means the formal annual vacation on the school calendar — not self-arranged leave, weekends, short breaks, or a reduced course load.

① Plan early
  • Ask about CPT at least 6–8 weeks ahead
  • Build an OPT timeline with your DSO 3–4 months ahead
  • Confirm F-1 status, SEVIS record, full-time enrollment, and program end date are in order
  • State whether the plan falls in a regular term, annual vacation, or after graduation
  • Check the current I-765 instructions and filing window
  • Prepare an explanation of how the role relates directly to your major
  • Obtain written materials covering the role, duties, supervisor, location, dates, weekly hours, and compensation classification
② Apply for authorization
  • CPT: complete the course, internship agreement, or credit procedures and obtain a new I-20 stating the correct employer, location, dates, and hour type
  • Pre/post-completion OPT: obtain DSO recommendation first, then file I-765 with USCIS within the required window
  • STEM OPT: confirm the employer’s E-Verify standing, bona fide employment, compensation, supervisory capacity, and I-983 responsibilities
③ Final checks before starting
  • Never treat verbal consent, a filing receipt, a passed interview, or “processing” as permission to start
  • Verify that the employer, location, dates, and hours on the authorization match the role
  • Before the authorized start date, join no productive tasks, training, trial work, or shifts
  • If the role’s nature, location, supervisor, hours, or dates change, pause and ask the DSO first
④ During and after the activity
  • Record true dates, hours, tasks, outputs, and supervisor confirmation weekly
  • Keep the I-20, EAD, role description, emails, attendance, outputs, and evaluations
  • Report changes promptly per DSO, SEVP Portal, or school requirements
  • Stop immediately when authorization expires, the program ends, or eligibility is lost
  • Afterward, request a service record, evaluation, or verification letter consistent with the true records

Frequently Asked Questions

Can WYE approve CPT or OPT?

No. CPT is authorized by the school DSO; OPT requires DSO recommendation and USCIS approval. WYE can only provide accurate documentation for genuine roles.

May I start WYE volunteering right away over summer break?

Not merely because it is vacation. Required authorization must be in effect before the activity begins, and the role’s dates, hours, location, and employer details must match the authorization.

Can an unpaid WYE volunteer role count for regular post-completion OPT?

Possibly, but never automatically. The role must be genuine, directly related to the major, usually total at least 20 hours per week, comply with labor law, and carry verifiable tasks, supervision, and records. Students must confirm case-specific requirements with their DSO.

Can an unpaid WYE volunteer role count for STEM OPT?

Ordinary unpaid volunteer roles cannot qualify as STEM OPT employment. Only once WYE as an employer meets E-Verify, I-983, compensation, supervision, training-plan, and all other requirements could specific roles be separately described as open to STEM OPT.
